Capgemini to transform Gloucestershire County Council IT systems

Gloucestershire County Council has selected Capgemini UK plc to comprehensively transform its IT systems as a key part of its plans for greater customer focus, higher quality services, improved efficiency and lower costs.

Capgemini will replace existing outdated systems in areas such as finance, human resources, payroll and procurement with a new integrated business management information system. The transformation program starts this month and is scheduled for completion by October 2007.

Councillor Ray Theodoulou said: “Gloucestershire County Council is already recognized as an authority that is performing well and providing good value for money, and where local people recognize improvements in services. But we are determined to press forward in our quest for excellent service, ever greater efficiency and maximum cost-effectiveness, and equally determined to give our staff the tools they need to achieve these objectives.”

The Council and Capgemini have together identified potential significant cost savings over the five-year period 2007-2011 via the use of new technology and the streamlined business processes which the new IT will facilitate.

The Capgemini plans center on the use of the SAP Business Suite, a fully integrated set of software applications that is already used by more than 40 local authorities in Britain. In addition to designing and implementing the IT solution, Capgemini business consultants and local government specialists will also work with Gloucestershire’s own business change team to help them transform current business processes across the Council, streamlining workflows, eliminating duplication of effort and reducing costs.

The Council says that the new systems will improve management at both the strategic and operational level. They will provide easy access to better financial and people management information, and this will allow for faster and better planning, decision making and business support. As well as reducing the Council’s administration costs, the new systems will provide a platform for supporting future development and continued operational improvement.
